The Consular Section of the U.S. Embassy in Paris can provide notarial services for the following types of documents:
Marriage and PACS in FranceFor marriage in France we suggest that you refer to the document Getting Married in France in order to determine which documents you need for marriage at a French city hall. The Consular Section of the Embassy can provide the following:
Affidavit of Marital Status
”Attestation de célibat et d'identité”
This affidavit may be used when getting married in France.
First marriage: “Attestation de célibat et d'identité”
Second marriage: “Attestation de non-remariage et d'identité”
Affidavit of Law“Attestation tenant lieu de certificat de coutume”
The Consular Section of the Embassy can provide you with a document which can replace the actual “Certificat de coutume” for marriage purposes. Please note that there are two types of documents depending on whether it is a first or second marriage. Keep in mind that some city halls do not accept affidavits issued by the Embassy and may need a “formal” certificate of law issued by an attorney licensed to practice in both France and the United States. U.S. Driver’s LicenseTranslations of a U.S. Driver’s License
“Attestation tenant lieu de traduction du permis de conduire”
Please refer to the following document Driving in France concerning requirements on obtaining a French driver’s license.You must contact the “préfecture de police” in your area of residence to see if they will accept the affidavit provided by the Embassy. If not, a certified translation of your U.S. driver's license is required. You may refer to the following List of certified translators for this service.

Certificate of Identity and Nationality
“Attestation d’identité et de nationalité américaine”
This document may be used in place of the “fiche d’état civil” for U.S. citizens
This document exists for adults and minors.Change of Residence
”Attestation tenant lieu de fiche de changement de domicile”
This is required by French customs for persons moving to or from France.Police Record
“Déclaration sur l’honneur tenant lieu d’extrait de casier judiciaire”
This document is sometimes required by French authorities. It is generally known as a police record in the U.S. This document is accepted when applying for a “carte de commerçant.” It is not valid for people immigrating to Canada or as an FBI record when applying for French nationality. “Procuration” This document can be prepared in advance by the applicant or an attorney, or the applicant may complete a form provided by the Embassy.
Certificate of Law for Adoption
“Certificat de coutume en vue d’une adoption”
