Consular Services
Consular services in Rennes are available by appointment only for persons residing or traveling in the following areas: Brittany, Lower Normandy and Pays de Loire. Please contact APP Rennes at 02 23 44 09 60 to schedule an appointment. APP Rennes is closed on all American and French holidays.
American Citizen Services
APP Rennes provides limited passport and citizenship services for American citizens and birth registrations for U.S. citizen children born abroad. Notarial and authentication services are provided for U.S. and non-American citizens for documents to be used in the United States, and for U.S. citizens for administrative purposes in France such as marriage.
Adult passport renewals by mail via the Embassy in Paris
If you are in possession of a 10 year validity passport issued within the last 15 years that is not damaged or mutilated, you must renew it by mail. Please refer to the following website page for instructions or renewing a passport by mail: http://france.usembassy.gov/passbymail.html.
Passport and Citizenship Services in Rennes
APP Rennes accepts all passport and citizenship applications requiring a personal appearance by appointment only. You may call our office for further details at 02 23 44 09 60 or send an e-mail to: usarennes@state.gov.
Consular Reports of Birth Abroad for U.S. citizen children born in France
Personal appearances by minor children and parents are required for all birth registrations in order to obtain a Consular Report of Birth Abroad for U.S. citizen children born in France. Please refer to http://france.usembassy.gov/birth_abroad.html for further information on forms and required documents. You may make an appointment in Rennes to submit your child’s application by calling 02 23 44 09 60.
Personal appearances are required for all passport applications for:
Children under 16 − Fee $85;
Persons over 16 with 5 year validity passports − Fee $100;
First Passports − Fee for children $85, for adults $100;
Lost, Stolen or Mutilated Passport Replacements − Fee for children $85, for adults $100; (If your departure is imminent please refer to Embassy website page http://france.usembassy.gov/pass-lost.html.)
APP Rennes does not issue emergency passports.
If your travel plans are not imminent you may submit an application and other required documents for a lost, stolen or mutilated passport in Rennes by appointment.
Note: online appointments are only scheduled for consular services provided at the Embassy in Paris. If you need to make an appointment with the American Presence Post in Rennes, please call 02 23 44 09 60.
Passport Processing
All applications for passport and citizenship services are transmitted to the U.S. Embassy in Paris for processing. (Passport and birth report applications accepted in Rennes take approximately one week longer to be processed than the ones submitted directly to Paris.) Anyone needing a passport for travel within three to four weeks should not apply through the APP in Rennes. Passport photographs in Rennes

Payment for ALL Passport Services in Rennes
Payment for all U.S. passport applications in Rennes must be made by completing and submitting the credit card payment form. The exact passport fee will be indicated by an APP Rennes representative according to the type of service you request.
APP Rennes does not accept cash, personal checks or money orders.
When traveling, please remember to carry a photocopy of your passport separately from your passport. In the event of loss or theft, the copy will facilitate issuance of an emergency passport.
Notarial and Authentication Services
Notarial and authentication services are available by appointment only. Please contact the APP in Rennes at 02 23 44 09 60 to schedule an appointment and obtain the exact fee for your service.
Payment for notarial services must be made by mandat-cash in euros only. A mandat-cash (money order) may be obtained at any French post office. A small fee is charged by the post office for this service. The mandat-cash must be made out to the order of Ambassade des Etats-Unis d’Amérique. (Important note − in order to determine the exchange rate for the euro equivalent of the U.S. dollar for all consular notarial services please click on this link: http://france.usembassy.gov/ucs_exchangerate.html.)
At the time of your notarial appointment please bring:
• A valid passport or form of identity issued by a government agency — a U.S. driver's license or passport; for non-U.S. citizens a passport, or French identification card is required. (For identification purposes, we do not accept student ID or French drivers' licenses.)
• the document to be notarized;
• a mandat-cash for the euro equivalent of $30 per initial signature/seal; each additional signature/seal provided at the same time in connection with the same transaction will cost the euro equivalent of $20.
• If your document requires the presence of a witness, please bring these persons at the time of signature. Consular officers and staff may NOT be witnesses for notarial purposes
• For marriage purposes or PACS in France, the appropriate forms will be provided at the time of your visit and will be notarized on the day of your appointment. Witnesses are not required for this service. If you have been previously married and divorced please bring a copy of your divorce decree.

Internet Based Registration Service
Travel registration is a free service provided by the U.S. Government to U.S. citizens who are traveling to, or living in, a foreign country. Registration allows you to record information about your upcoming trip abroad that the Department of State can use to assist you in case of an emergency. Americans residing abroad can also get routine information from the nearest U.S. embassy or consulate.
